Procedures regarding the rules of entering Hungary and special medical examination for students with dual citizenship, non-Hungarian students as well as students with student status at a higher education institution outside Hungary - Effective as of 2 September 2020
  1. General provisions

 

  1. The student must contact the higher education institution of which they are a student, and must arrive at the accommodation specified in the certificate within 24 hours after entering Hungary.
  2. The higher education institution shall issue a certificate for entry to Hungary
    1. to all students who have student status at a higher education institution including those with dual citizenship, and non-Hungarian students alike in accordance with Annex 1, and
    2.  for the purpose of mobility (partial studies, professional training practice or short study trips) to students with student status at a higher education institution outside Hungary a certificate in accordance with Annex 2.
  3.  The identification of the student concerned by means of non-personal data (passport number, number of other travel document and nationality) will be recorded on a central unified electronic interface set up for inspection by the National Police Headquarters.

 

  1. Rules pertaining to the entry and medical examination of foreign students equated to Hungarian citizens

Pursuant to Government Decree No. 408 of 2020 (VIII. 30.) on travel restrictions during the state of disease control preparedness (hereafter: Government Decree) persons shall be treated in the same way as Hungarian citizens if they have a valid Hungarian residence permit for a period exceeding 90 days issued by the immigration authority on some grounds or a long-stay, type „D” visa and they present the document to that effect upon entry.

  1. Upon entering the country, the student may undergo a medical examination which they must tolerate.
  2. If infection is suspected based on the medical examination, the student will be placed in a quarantine designated by the epidemiological authority or - if it does not pose an epidemiological risk - in an official house quarantine.
  3. If no infection is suspected based on the medical examination and
  1. the student has a place of residence or stay in Hungary, he/she will be placed in an official house quarantine for 14 days,
  1. the student does not have a place of residence or stay in Hungary, he/she will be placed in a quarantine designated by the epidemiological authority for 14 days, which may be established in a dormitory if it complies with the rules of official house quarantine, i.e. complete quarantine (using separate sanitary, laundry and cooking facilities in the room).
  1. The epidemiological authority shall register the person placed in official home quarantine and the competent police authority shall regularly check compliance with quarantine rules.
  2. The breach of the rules will entail the termination of your student status.
  3. If entry to Hungary takes place at least 14 days before the day of enrolment, a 14-day quarantine designated by the authority or official home quarantine may be completed, or – as per the approved request of the student – a molecular biological test (SARS-CoV-2 test) can be performed twice within 5 days at least 48 hours apart, in accordance with professional healthcare rules. The student's higher education institution participates in the organization of the molecular biology test which is carried out by the regionally designated medical higher education institution. It is forbidden for the student to use public transport to visit the sampling facility. The student must arrive at a pre-arranged time wearing a mask.
  4. The epidemiological authority responsible for issuing the official home quarantine decision will allow the student to leave official home quarantine, if the results of the two molecular biological tests confirm that SARS-CoV-2 coronavirus was not detectable in the student’s body at the time of the examination.
  5. The student can start his/her studies at the higher education institution if he/she proves that he/she has complied with the 14-day quarantine obligation pursuant to the Government Decree on the travel restrictions during the state of disease control preparedness and this procedure or has two negative SARS-CoV-2 PCR tests.
  6. If the student has the opportunity, it is recommended to get tested twice for SARS-CoV-2 coronavirus as soon as possible.
  7. If either of the tests shows the presence of SARS-CoV-2 coronavirus in the student's body, the current procedure of the National Public Health Center must be followed.

 

  1. Rules pertaining to the entry and medical examination of foreign students without a Hungarian citizenship, not equated to Hungarian citizens

 

  1. At his/her request, a student without Hungarian citizenship, not equated to Hungarian citizens may be granted an exemption by the competent local police authority according to the place of intended entry, thus permitting entry to the territory of Hungary.
  2. A request may be lodged personally or by way of a representative, only in electronic way on the website: www.ugyintezes.police.hu. The request for exemption is free of charge.
  3. The police authority will allow entry if the applicant proves that the purpose of entry is to fulfil an academic or examination requirement on the basis of his/her student status, and if this is evidenced by a certificate issued by the educational institution.
  4. Upon entry, the student may undergo a medical examination which they must tolerate.
  5. If infection is suspected based on the medical examination, the student cannot enter Hungary.
  6. If no infection is suspected based on the medical examination, the student will be placed in a quarantine or official house quarantine designated by the epidemiological authority for 14 days, which may be established in a dormitory if it complies with the rules of official house quarantine, i.e. complete quarantine (using separate sanitary, laundry and cooking facilities in the room).
